Australian state of Victoria to enter five-day lockdown following more than a dozen active COVID-19 cases

With at least 18 active cases of COVID-19 in Victoria, Australia state Premier Daniel Andrews has announced a five-day lockdown to commence at 11:59 PM tonight.

The lockdown regulations list only five reasons to leave home: for food and supplies, excercise, care or caregiving, work or education if not possible from home, and to recieve a COVID-19 vaccination. When excercising, people cannot go more than five km away from their home, and for no more than two hours, according to regulations. The vaccination also needs to be administered at the nearest possible location. This is the fifth COVID-19 lockdown in the state of Victoria since the beginning of the pandemic, and the rules applied are the same as the state’s fourth lockdown in June.

ABC News attributed the connection to most cases in the state to a “group of removalists” from New South Wales, who crossed through Victoria while they were reportedly infected with the virus. New South Wales is currently facing an outbreak of COVID-19, driven by the virus’ Delta variant, and yesterday lockdown in Sydney was extended by at least two weeks.

In a press release, Premier Andrews wrote that “if we act now – while we’re right on the heels of this outbreak – we can give ourselves every chance of getting ahead of it. If we wait – we lose that option.” Under the new Victorian restrictions, face masks are also be made mandatory outdoors. This follows an announcement made yesterday “face masks must be worn indoors at all times (except at home) and outdoors when it’s not possible to physically distance.”

Bus driver convicted of killing eleven after falling asleep in California crash

A bus driver thought to have caused a 2008 crash after falling asleep behind the wheel in California has been convicted of killing eleven on board. Quintin Watts was found guilty of eleven counts of gross vehicular manslaughter and 21 counts of causing great bodily injury.

Watts was driving a coach carrying 41 Hmong and Mien people from Sacramento to the Colusa Casino Resort. The vehicle left the country road it was traveling on and rolled over in Colusa County. Most of those on board were elderly.

Watts’ stepfather Daniel Cobb, who owned the bus company, was amongst those killed. A jury took three hours to return guilty verdicts against the 53-year-old driver, who now faces a maximum of 76 years in jail at his November 4 sentencing.

Three hostages return home to Florida

Three American hostages – Marc Gonsalves, Thomas Howes, and Keith Stansell – that were being held in Colombia by FARC are now free. They are safely in Florida after their rescue by Colombian forces; 12 other hostages were rescued at the same time. They received care from the Brooke Army Medical Center in San Antonio before being sent home to their families. The men were taken captive when their drug surveillance plane went down in the jungles of Colombia in 2003 – more than 5 years ago. All three of the men were working for a subsidiary of Northrop Grumman Corporation at the time.

Keith Stansell emphasized that while he was grateful to be home, no one should “forget the people that are still there”. “Because of our rescue, there are fellow hostages that are still there,” Stansell said. He reminded those listening that some of the remaining hostages have already been in captivity for 10 years, in squalid conditions. “You wait for a day like yesterday and today, you know, for the end, you… you want it to end,” added Marc Gonsalves.

Cerebral Palsy And Orthopedic Surgery

Sometimes before, during, and after birth a child has some form of brain damage, which is coined under the broad term cerebral palsy. The damage usually occurs while the brain is developing, but occasionally during birth up to age 3. Cerebral palsy is actually a group of disorders that limit the movements, posture, and activity that the child will be able to do as he grows. These are usually related to the child’s motor skills. Often some minor damage can be corrected with orthopedic surgery. A child is usually diagnosed after he fails to reach certain milestones or fails certain reflex tests. At this point, the child will be screened for mental retardation, vision and hearing difficulties, speech disorders, and motor skill dysfunction. To be diagnosed there needs to be a history of some form of skill developmental delay for the first 6 months of life. Then the doctors will check for spasticity, muscle tone, and slower growth. This most common form of disability related to cerebral palsy in children usually includes various forms of mental retardation, loss of fine motor skills, epilepsy, and minimal communication skills. Sometimes when a child is diagnosed very early in life the symptoms later disappear on their own. However, if it is diagnosed early and therapy begins immediately, the disabilities can be minimized and the child can be integrated into regular classrooms and normal environments.There are several different orthopedic surgery procedures that can be done to correct some of the symptoms and make the person with cerebral palsy more comfortable. These are:- Inserting an Intrathecal baclofen pump — this pump, usually inserted into the abdomen, helps reduce the spasticity in the legs, and the lower and upper body in a patient who suffers from spastic cerebral palsy. It also helps them to speak better. The physician can adjust the medication dosage as needed. They will need to get the pump re-filled each month. – Selective dorsal rhizotomy — this procedure works for both short and long term and helps increase the motion of the legs and hips in most patients. This should lessen the spasticity associated with their disability. This surgical procedure to the nerves is best for spasticity that depends on velocity. – Stereotactic basal ganglia — this procedure is used to make the rigidity, tremor, and choreoathetosis that is associated with cerebral palsy better. – Intervention by orthopedic surgery — this surgical procedure helps correct the scoliosis and dislocated hips that often comes with cerebral palsy. This surgery lengthens the tendons and realigns the limbs to help reduce the spastic muscle imbalances. This can also help with the person’s fine motor skills. If you suspect that your child has some form of cerebral palsy take him to a physician for a diagnosis right away because the sooner he is diagnosed the sooner you will be able to get him the help, medication, or orthopedic surgery that he needs to be integrated into society.

US House of Representatives passes universal health care bill

The United States House of Representatives has passed The Affordable Health Care for America Act or HR 3962, a bill which would ensure that 95–96% of US citizens receive affordable health care.

HR 3962 was passed with 220 yeas and 215 nays. Democrats in the house needed at least 218 votes to pass the bill. 39 Democrats voted against the bill, which contained the Stupak amendment. This amendment curtailed women’s abortion rights. One Republican, Representative Joseph Cao of Louisiana, voted for the bill.

The US Senate has drafted their own health care bill, S. 1679. It is not yet known when the Senate will vote on their version of the bill, but in the end both versions must be merged into one with both the House and Senate voting again.

The health care program associated with HR 3962 is estimated to cost over US$1 trillion over ten years, according to the Speaker of the House Nancy Pelosi, who states that it will result in “[…] not one dime added to the deficit.”

US President Barack Obama says that he is “confident” that the Senate will be able to come to an agreement and pass a completed bill. Obama added that he hopes to sign a “comprehensive health insurance reform into law by the end of the year.”

Illinois high schools now required to buy insurance for athletes

This past Sunday, Illinois Governor Pat Quinn signed into law a bill known as “Rocky’s Law” that requires Illinois high schools, through the local school district, to buy catastrophic injury insurance up to US$3 million or medical costs for up to five years, whichever one comes first, that covers student athletes. The insurance must cover student athletes while they are competing.

The legislation was named after Rasul “Rocky” Clark. In 2000, the Eisenhower High School football player became paralyzed from the waist down as a result of a tackle during a game. His school based health insurance covered the costs of his medical treatment. A legislator sponsoring the bill noted that the need for this type of insurance is rare. Clark’s mother attended the legislation signing. Her son died last year.

Before parents can claim money from school insurance, they first must pay out US$50,000. Schools have until January 1, 2014 to comply with the law. Schools cannot charge students more than US$5 to defray the cost of insurance. If a school district already requires student to be covered through private health insurance, they are exempted from this law.

Never, ever release any of your rights. Here’s why.

The Writer’s Goal

Winning the writing game means becoming an establishedauthor, one who sells a new book every year or two. One whoearns enough to live comfortably from his or her writing alone.

The first step toward achieving this goal is to be publishedby a major house in the real world. That is, offline. Most willnot even consider your book if you’ve muddied the water byreleasing or selling any rights to it.

Sure, there are exceptions. Some have self-published, thenlater made a deal with a major house. And the stories make grandreading. But there are not a lot of them.

The Better Plan

If you are serious about writing, grab a copy of “Writer’sMarket,” then read and follow the rules. While many publishersbuy an occasional manuscript directly from an author, your bestbet is to find an agent and leave the manner of presentation topublishers in capable hands. (An agent is worth his or herweight in gold in helping you decipher a contract!)

It will probably take some time to find an agent. Beginanother tale while doing so. And once you find one, whilewaiting further and hoping for great news, continue writing. Ifthe agent you found can’t make it happen, look for another. Butkeep writing.

Again, there are success stories of those who bypassedagents and went directly to a publisher. But unless you’re oneheck of a salesperson and really in tune with what eachpublisher is looking for, leave it all to an agent, and do whatyou do best. Namely, write.

How Rights Released Can Bite

Bingo. You’ve made a sale. A good house, too. You and youragent are jumping with joy. Hey, you’re on your way!

But wait one. A few years back, electronic rights werenegotiable, and often retained by the author. So you releasedthese rights, or part of them, to gain some exposure on the Web.But now your publisher-to-be wants them. What for?

Books by major authors are selling in electronic formats.The entire publishing industry is closely tuned in to thisrapidly changing part of the book arena.

Okay, back to the what your publisher-to-be wants. Will theygo through the legal hassles and pay the costs to recover thoserights you handed out? Or will they just grab another title fromthe in-stack? If you were in their position, what would you do?

The bottom line? You have just lost a shot at the big time.You get to start over with a new book. And you’ll probably haveto hunt up another agent as well.

Why Risk it?

Don’t sell or release any of your rights to any of your workuntil absolutely convinced it is not salable to a major printpublisher. Then, and only then, should you consider taking it tothe Web and seeing what you can make happen.

A Case In Point

I finished “They Who Betray” (available on this site) inlate 1991. I gave up trying to sell it in 1994. Even earlier, itwas obvious major houses were no longer interested in this kindof tale. The manuscript has been dozing on various computerdisks ever since.

While I’d love to have sold it to Pocket Book, I wasn’t ableto. So off to the Web I have gone. I’m excited about thepossibilities. While fame and glory is unlikely to be obtained,lots of people will find they like the tale. And that will be awin for me, any way you look at it.

But I would never have made this move had I believed therewas even a chance of selling it to a major house. If you’reserious about your writing career, you’ll follow the same path.Head for the Web as the last resort, never as the startingpoint.

One Exception

All who climb a mountain do not hunger to become a notedmountaineer. And all who write a book, do not yearn to be anestablished author. So if you wrote a book for the fun of it,and now want to share it with family and friends, jump rightinto the Web bit.

Check out services available or self-publish on your own.Either way, go for it.

Play By The Rules

But if you’re serious about writing and dream of becoming anestablished author, take the conservative, conventional route.This gives you the greatest opportunity for success.

Yes, I know. The competition is fierce. But there’s a bit ofthis on the Web as well. The last numbers I saw suggest thereare over 100,000 titles available on the Internet.

To sell effectively through any website, you’ll need a heckof a book. Then you’ll have to somehow find your way beyond allthose “Buy-Me!” pleas associated with each and every one ofthose 100,000+ titles.

Can it be done? Sure. But it’s not easy. Certainly it’s noteasier than gaining the confidence of an agent who can sell yourwork to a major publishing house.
