Paktika province in Afganistan

A suicide bomber has killed at least seven people in an attack on a restaurant situated in south-eastern Afghanistan. Twenty people are seriously injured in the attack.

The attack took place in the Urgun district of Paktika province, which shares its border with that of Pakistan.

Governor Mohammed Akram Akhpelwak said that most of those killed are civilians. He added that intention of the attack could have been to target a senior provincial official and an Afghan special forces commander.

Gastric bypass surgery performed by remote control

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

UAE launches national authority for scientific research

The United Arab Emirates (UAE) has announced its first national authority for scientific research (NASR) to coordinate and fund scientific research in the country.

The national authority for scientific research was announced on March 7 by Shaikh Nahyan bin Mubarak Al Nahyan, UAE minister for higher education and scientific research. NASR will begin with an annual budget of AED100 million (approximately US$27.2 million). The authority hopes to receive additional contributions from the public and the private sector.

NASR will look to fund research projects in various fields, including engineering, technology, medicine, water and agriculture, proposing specific projects to be competed for by researchers at universities and private research institutes.

“Projects are going to be selected to help promote scientific research and the growth of UAE society and we will compare them with international scientific research criteria,” Gulf News quoted Al Nahyan as saying at the launch.

NASR will also train scientists and develop programmes for promoting public science awareness. It will also coordinate with government authorities on the issue of intellectual property rights, by providing advice on how companies and research centres should go about protecting their discoveries in the form of patents or licenses. It will also provide scholarships for researchers in the UAE to work on international research programmes, and organise national scientific conferences. NASR forms part of the UAE’s strategic plan to improve higher education and scientific research.

Zakaria Maamar, associate professor at the College of Information Technology at Zayed University, UAE, told Science and Development Network (SciDev.Net) that, “This initiative is another boost to the research and development activities that are carried out in the UAE. It will definitely provide researchers with the appropriate funds to sustain such activities and promote best practices in the community.”

Said Elnaffar, assistant professor at the college of information technology at the United Arab Emirates University, told SciDev.Net that, with this initiative, the UAE is taking the lead and setting a good example by building a strong development infrastructure founded on knowledge discovery and research.

New kids’ drink sparkles up debate

A new drink called Robby Bubble has sparkled up some sparkled debate with distributors and Mothers Against Drunk Driving (MADD) in Calgary, Alberta.

The drink, similar to sparkling wine, is a non-alcoholic sparkling drink which is currently for sale in Alberta liquor stores. The bottle has the words “Party, Party!” with cartoon characters. Their slogan is “Celebrate like the grown-ups” and is shaped as a champagne bottle. It is under the approval of the Alberta Gaming and Liquor Commission.

Tracy Franklin, president of MADD in Calgary, said: “It’s calling out to kids, but the whole thing is geared as a champagne bottle, as an alcohol product … Do we want to give them something, although it’s non-alcoholic, and have them partying like an adult?”

Other “adult products” marketed to children, such as candy cigarettes, have been banned in Canada. Studies have shown a link between the marketing of candy cigarettes to children and the promotion of smoking in later life. It had been shown that tobacco companies cooperated with candy manufacturers in the design of candy cigarettes.

The Tobacco Act legislation in Canada has eliminated the ability of companies to market tobacco-looking products to children. In Section 27, the Act states, “No person shall furnish or promote a tobacco product if any of its brand elements is displayed on a non-tobacco product, other than an accessory, or is used with a service, if the non-tobacco product or service is associated with young persons or could be construed on reasonable grounds to be appealing to young persons.”

President of the German company responsible for the distribution of Robby Bubble, Darryl Weinbren, defended his product saying it is non-alcoholic and parents are responsible for serving their children the drink.

“I can understand Mothers Against Drunk Driving, and certainly I respect their objectives and what they are after. There wasn’t any intention from our point of view to encourage kids to drink alcohol. It was just a matter of trying to find something that would meet a family celebration with something for their kids.”

A spokeswomen for the Alberta Gaming and Liquor Commission, Marilyn Carlyle-Helms, said liquor stores can distribute non-alcoholic drinks and if there were a health concern they would have disapproved them.

UK PM’s speechwriter awaits sentence

An English lawyer has pleaded guilty to perverting the course of justice. He faked a legal judgment and sent it to a father who was pleading in Taunton family court to be able to remain involved in his child’s upbringing. The lawyer, London barrister Bruce Hyman, now awaits his sentence. The judge indicated that he could receive a prison sentence. Bruce Hyman is well-known in media circles, having produced The Hitchhiker’s Guide to the Galaxy on BBC Radio. He also produced a series with Clive Anderson, at Above the Title Productions, called Unreliable Evidence.

The father, a former City financier, had attended a series of court hearings in order to make suitable arrangements to see his child following an acrimonious divorce. Shortly before one of these hearings he received an email, ostensibly from a self-help group to which he belonged, which had attached a Court of Appeal case that appeared favourable to an application he had made for the judge to stand down from the case. The father, who was representing himself, duly showed the case to the judge. At this point, Bruce Hyman, the lawyer representing the former wife, claimed to the judge that the case was a forgery, which indeed it turned out to be.

After confirming that the self-help group had not sent him the email, the father then embarked on some detective work his own. The fraudulent email was traced via its header to a dial-up internet connection and a phone number belonging to a shop in London. The shop was able to recover CCTV footage which showed a man sending the email from an Apple laptop. The man turned out to be Bruce Hyman.

Sentencing of Hyman is due in Bristol Crown Court on the 19th of September.

Two arrests after murder in Bristol, United Kingdom

A death, which has been treated as murder, in the car park of a pub in Bristol, United Kingdom has resulted in two arrests. The murder, which occurred on Wednesday evening took place near Highridge Road in Bishopsworth, Bristol.

A local resident told Wikinews that the police presence surrounding the murder scene was high in the hours after the murder.

The police described the arrests in a press release. It said that “two local men in their early 20s have been arrested in connection with this incident.”
