Iranian International Master Dorsa Derakhshani discusses her chess career with Wikinews

In February 2017, the Iranian Chess Federation announced two teenage chess players, Dorsa Derakhshani and her younger brother Borna Derakhshani, were banned from representing the national team. The federation announced their decision although Dorsa Derakhshani had previously decided and informed the chess federation she did not wish to play for Iran.

Dorsa Derakhshani is currently 21 years old and holds the International Master (IM) as well as Woman Grand Master (WGM) titles. Her brother, Borna, plays for the English Federation and holds the FIDE Master title.

Dorsa Derakhshani was banned since she did not wear a hijab, an Islamic headscarf, while competing at the Tradewise Gibraltar Chess Festival in January 2017. Under the laws of Islamic Republic of Iran, hijab is a mandatory dress code. Her brother Borna Deraskhsani was banned for playing against Israeli Grand Master (GM) Alexander Huzman at the same tournament. Iran does not recognise the existence of Israel, and previously, Irani athletes have avoided playing against Israeli athletes.

Votes in Sri Lankan presidential elections counted

Ballots are being counted in Sri Lanka, after a presidential election was held there, the first after the Tamil Tiger rebels were defeated during a 25-year-long civil war.

The incumbent president, Mahinda Rajapaksa, is expected to be in a close race against former army chief, General Sarath Fonseka; both candidates say they expect to win. There are twenty other candidates on the ballot, but none of them are expected to win.

Polls closed at 16.00 local time, or 10.30 GMT on Tuesday. There were claims of voter intimidation and sporadic acts of violence, and the BBC reports that there were some small bomb blasts. The independent operating organisation Centre for Monitoring Election Violence said it had confirmed close to a hundred violent incidents during the day, adding that it believes the number could rise to 150.

Tamil politician Dharmalingam Sithadthan, however, described the voting as “very peaceful”.

Polls were reportedly busy, with stations in the capital of Colombo being filled with lines of people half an hour before polls officially opened at 07.00 (01.30 UTC).

“I have been voting at this booth for over 20 years but never saw a crowd like this,” said businessman Mohamed Sallel, who had voted in the Borella district of the capital, as quoted by The Telegraph. Another voter, Doctor Nimalka Perera, gave an account of the crowds: “When I first came here, the queue was too long so I went back and came two hours later on my way to the hospital and found the line even longer.”

President Rajapakse, after voting in his home constituency, addressed reporters. “We will have a great victory. We must be ready to face the challenges of reaching new heights after this vote,” he said.

Fonseka, however, wasn’t able to cast a ballot, apparently because his name didn’t appear on the 2008 electroral register used for the elections.

“My name is not on the 2008 register and therefore I cannot vote at this election. The government is trying to use this to mislead the public at the last minute,” Fonseka stated, saying that he had filled out his voter registration forms.

Foreign minister Rohitha Bogollagama, as well as other politicians from the ruling party, suggested that Fonseka might be disqualified from the elections. “We are seeking a court order on the suitability of this candidate because he is not eligible to be declared as a candidate,” Bogollagama said, adding that the government wanted a ruling from the courts.

Independent elections commissioner Dayananda Dissanayake, however, remarked: “Not having one’s name on the electoral list is not a disqualification.”

The country’s electoral rules state that if neither candidate is able to obtain half of the ballots cast in the first count, then voters’ second preferences are to be used to determine the winner. Political observers commented that election was too close to call between the two.

Egyptian-mediated ceasefire between Israel and armed factions in Gaza starts

At 8 o’clock yesterday morning, local time, a 72 hour ceasefire between the Israeli military and the armed factions in the Gaza Strip began. The ceasefire was achieved due to the initiative and efforts of Egyptian mediators, who invited delegations from both sides to meet in Cairo and discuss the conditions for a long-term treaty.

A few minutes before the ceasefire came into effect, several Israeli strikes were reported across the Gaza Strip, and a number of rockets were fired from Gaza into Israel.

A Palestinian delegation reportedly including representatives from Fatah, Hamas, and the Islamic Jihad, and an Israeli delegation, reportedly traveled to Cairo to discuss conditions for a long term ceasefire agreement. Palestinian delegate Qais Abdul Karim, “Abu Laila”, said, “Egyptian officials, headed by intelligence chief, showed understanding to our demands, but they said they play the role of mediator and will transfer these demands to the Israeli side.”

Spokespersons on behalf of both sides told CNN the ceasefire must be respected. Hamas spokesperson Osama Hamdan said: “We hope they can take it and be committed to a cease-fire”. Israeli Prime Minister Benjamin Netanyahu said Israeli wants “quiet and security [for] the citizens of Israel”.

In this latest conflict, over 1,800 Palestinians, according to Gaza officials, and 67 Israelis have died. Several prior ceasefire initiatives have been violated, with counter-accusations about which side dragged the other into fighting.

The UN gladly accepted the current Egyptian initiative and Ban Ki-moon, UN’s secretary general, called for talks to commence in Cairo as soon as possible. The US White House has also expressed its support, and White House deputy national security advisor Tony Blinken said, quoted AFP, “the aim of this initiative is to allow us to see if a ceasefire could be reached over a longer period of time”.

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

France: Villepin’s cabinet announced

Newly named Prime Minister of France Dominique de Villepin has had his cabinet accepted by President of the Republic Jacques Chirac.

Head of the majority Union for a Popular Movement (UMP) party, Nicolas Sarkozy, comes as a second-in-command as Minister of the Interior, with the honorific rank of Minister of State. The Ministry of the Interior is traditionally one of the most important positions in the cabinet, with that of Finances; the Minister of the Interior is in charge, notably, of law enforcement and relationships with local governments. There is some uneasiness in having the head of a party in a position that is partly in charge of electoral redistrictings. Also, this arrangement creates a peculiar situation: it is public knowledge that Villepin and Sarkozy consider each other a dangerous political rival with respect to the 2007 presidential election, and they are widely said to loathe each other.

The cabinet was presented as a “restricted” cabinet. However, as many as 31 ministers, delegate ministers and secretaries of state were named; still, this is a reduction from the preceding 43. While the cabinet is for a large part copied from the preceding one, some ministers who had provoked controversy and animosity were removed or moved to another less risky position. François Fillon, formerly Minister of National Education, whose plan for reforming public education was lambasted by members of his own party, including president of the National Assembly Jean-Louis Debré, was ruled partly unconstitutional by the Constitutional Council, and provoked widespread student protests and unrest in high schools, is no longer a minister. Dominique Perben, who pushed for controversial law which opponents allege curtail fundamental constitutional freedoms while Minister of Justice, was moved to the less sensitive position of Minister of Transportation and Equipment. It is also possible that the movement of Brigitte Girardin from Minister for the Oversea (relationships with French overseas departments and territories) to (international) Cooperation was motivated by the crisis that occurred in French Polynesia between Gaston Flosse and his opponent Oscar Temaru.

While the Union for French Democracy (UDF) party, led by François Bayrou, formally remains in the ruling coalition along with the UMP, it has decided that, because the new government would probably do more of the same policies, it would not participate in it. The only member of the government from UDF is Gilles de Robien, as in the preceding government.

Previous head of government Jean-Pierre Raffarin had lost the confidence of the French, with polls putting him as low as 22% confidence. President Chirac’s confidence among the citizenry is also a record low of 24%.

HIV-positive man receives 35 years for spitting on Dallas police officer

An HIV-positive man was sentenced to 35 years in prison Wednesday, one day after being convicted of harassment of a public servant for spitting into the eye and open mouth of a Dallas, Texas police officer in May 2006. The United States Centers for Disease Control and Prevention says that no one has ever contracted HIV from saliva, and a gay-rights and AIDS advocacy group called the sentence excessive.

A Dallas County jury concluded that Willie Campbell’s act of spitting on policeman Dan Waller in 2006 constituted the use of his saliva as a deadly weapon. The incident occurred while Campbell, 42, was resisting arrest while being taken into custody for public intoxication.

“He turns and spits. He hits me in the eye and mouth. Then he told me he has AIDS. I immediately began looking for something to flush my eyes with,” said Waller to The Dallas Morning News.

Officer Waller responded after a bystander reported seeing an unconscious male lying outside a building. Dallas County prosecutors stated that Campbell attempted to fight paramedics and kicked the police officer who arrested him for public intoxication.

It’s been 25 years since the virus was identified, but there are still lots of fears.

Prosecutors said that Campbell yelled that he was innocent during the trial, and claimed a police officer was lying. Campbell’s lawyer Russell Heinrichs said that because he had a history of convictions including similarly attacking two other police officers, biting inmates, and other offenses, he was indicted under a habitual offender statute. The statute increased his minimum sentence to 25 years in prison. Because the jury ruled that Campbell’s saliva was used as a deadly weapon, he will not be eligible for parole until completing at least half his sentence.

If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.

The organization Lambda Legal (Lambda Legal Defense and Education Fund), which advocates for individuals living with HIV, says that saliva should not be considered a deadly weapon. Bebe Anderson, the HIV projects director at Lambda Legal, spoke with The Dallas Morning News about the sentence. “It’s been 25 years since the virus was identified, but there are still lots of fears,” said Anderson.

The Dallas County prosecutor who handled the trial, Jenni Morse, said that the deadly weapon finding was justified. “No matter how minuscule, there is some risk. That means there is the possibility of causing serious bodily injury or death,” said Morse. Dallas County District Attorney Craig Watkins stated: “If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.”

Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.

A page at the CDC’s website, HIV and Its Transmission, states: “HIV has been found in saliva and tears in very low quantities from some AIDS patients.” The subsection “Saliva, Tears, and Sweat” concludes that: “Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.” On Friday the Dallas County Health Department released a statement explaining that HIV is most commonly spread through sexual contact, sharing needles, or transfusion from an infected blood product.
